On May 4, 2011, eleven Republican senators joined Democrats in a bipartisan 63-33 cloture vote that ended an unprecedented filibuster attempt to block a district court nominee.  Later that day, John J. "Jack" McConnell, Jr. was confirmed to the U.S. District Court for the District of Rhode Island on a party-line vote of 50-44.

On March 31, 2011, the Senate Judiciary Committee approved John McConnell's nomination on a bi-partisan 11-7 vote, with Sen. Lindsey Graham [R-SC] joining all Democratic Senators in voting Yes, after home-state Sen. Sheldon Whitehouse [D-RI] made a statement quoting prominent Rhode Island Republican judges, attorneys, officials and others who supported the nomination.
